A Transfer Stamp is required to serve as evidence that all required taxes, in accordance with ordinance 3-24-010, were paid whenever a residential or commercial property within Harvey city limits changes ownership. NOTE: As of April 7, 2025, the City of Harvey no longer performs Property Point of Sale Inspections. If you are selling or purchasing a property and want to have it inspected, you must hire a private home inspector.

TO SUBMIT ONLINE (3% convenience shall be applied to each transaction and all payments are non-refundable)

NOTE: Check your email for payment confirmation and copy the transaction # required for the application.

• CLICK HERE to download, complete, save, print, and email the City of Harvey Real Estate Transfer Tax Stamp Declaration & Application Form to transferstamp@cityofharveyil.gov with the required documents attached.

NOTE: Petitioners shall receive a detailed invoice email from the City Collector within three (3) business days. The invoice will outline the applicable transfer tax stamp fee, final water bill and unpaid City debt outstanding along with a payment link. Payment must be received in full before the Transfer Stamp can be issued. Failure to make payment within three (3) business days shall make the request null and void and a new Real Estate Transfer Tax Stamp Declaration & Application along with applicable the processing fee shall be required.

TO SUMMIT IN PERSON – Application packet must be submitted to City Hall, 15320 Broadway Avenue, Harvey, Illinois 60426 along with a $60 processing fee (non-refundable).
